You are correct!! The small buildings in at the end of the park are in Brooklyn, then between those and the tall buildings in the background is the East River. Those tall buildings are downtown Manhattan and if the WTC was still up it would be off on the left side of those.
You can actually see the Statue of Liberty, all of Staten Island, the Empire State Buildings, and all of Manhattan from that park. It is a great view!!!
